London Property Alliance submission: Growing the market for low carbon industrial products: policy framework consultation

19 Sep 2025

On behalf of CPA and WPA members, London Property Alliance has submitted a response to the Department for Energy Security and Net Zero’s consultation, Growing the market for low carbon industrial products: policy framework.

This framework aims to deliver guidance, tools and levers to help buyers identify and compare lower carbon industrial products, with a focus on steel, cement and concrete, all of which contribute to embodied carbon contained in our built environment.

In the response, we support the Government’s efforts to consider an appropriate framework and the continued use of Environmental Product Declarations to streamline carbon reporting. However, we caution that increased regulation may deter the investment needed for economic growth and to decarbonise the built environment, by adding costs and uncertainty to an already challenging planning process.
