The fourth paper in London Property Alliance’s retrofit series – Retrofit First Not Retrofit Only: Future-proofing national policy to support sustainable development examines the need for clearer national guidance to help local councils make informed and balanced decisions around future development.

The report was commissioned in response to a combination of gaps in national policy, under-resourced planning departments, lack of expertise, and inconsistency in decision-making.

Authored by Savills, it reviews the current policy, regulatory and legislative landscape and provides a series of key policy recommendations to help create sustainable development and speed up the delivery of net zero commercial buildings.

Charles Begley, Chief Executive, London Property Alliance, said: “As borne out by the high-profile legal battle over the redevelopment of Marks & Spencer’s flagship Oxford Street store, there is a lack of clear planning guidance on how to balance the complex heritage, environmental and economic issues raised by the choice between retrofit and redevelopment.

“This has become a divisive and highly politicised issue which risks undermining collective efforts to tackle climate change and attract the investment required to revitalise town and city centres. The planning system needs to provide a clear framework which helps local councils and communities balance the complex and competing needs for their areas which support climate goals alongside social and economic prosperity.”
