London Property Alliance submission: The Fair Funding Review 2.0

On behalf of CPA and WPA members, London Property Alliance has submitted a response to the Ministry of Housing, Communities and Local Government’s (MHCLG) consultation, The Fair Funding Review 2.0.

The Government is consulting on proposed reforms to how local authorities in England are funded under the Local Government Settlement, to take effect from 2026-27. Key proposals include:

  • Updating the funding formula and consolidating grants
  • Introducing a refreshed approach to estimating local authority needs
  • Proposing a one-off reset of the business rates retention system, whilst retaining growth incentives in specific areas such as Enterprise Zones

Our response welcomes the recognition by the Government of the need to reform local government funding. However, it also highlights that London – and inner London in particular – stands to lose significantly under the proposed changes.
