London Property Alliance response: Consulting the Secretary of State on planning decisions

11 May 2026

London Property Alliance has submitted a response to the Ministry of Housing, Communities and Local Government’s consultation on proposals to consult the Secretary of State where local planning authorities are minded to refuse large‑scale, strategic commercial development.

In our response, we support the introduction of requirements to ensure that developments of genuine strategic importance are considered appropriately in support of national economic growth, including the proposed Secretary of State consultation requirement where refusal for a large‑scale commercial scheme is being contemplated.

However, we urge the Government to go further by extending the Mayor of London’s planning powers in relation to commercial development within central London. We argue that the Mayor should be given call‑in powers for commercial office developments over 5,000 sqm where a local planning authority is minded to refuse permission.
